Estonia as a Model for Digital Administration
Bundestag President Julia Klöckner praised the remarkable progress of Estonia in the field of digital administration during her visit to the country. „In Estonia, digitalization is not a promise; it works,“ emphasized the CDU politician in the capital, Tallinn. Klöckner highlighted that Estonia has succeeded in replacing bureaucratic files with digital solutions, thereby pursuing an efficient, resilient, and citizen-oriented administrative approach.
Pioneering Work in E-Government
Estonia, which refers to itself as „E-Estonia,“ is considered a leader in digitalization in Europe, particularly in the E-Government sector. While Germany still has significant deficits in this area, the approximately 1.3 million citizens of Estonia can complete all administrative tasks online. The cabinet also operates entirely paperless, and official documents are digitally signed. Since 2005, Estonians have also had the option to vote online.
Klöckner’s Criticism of Germany
Klöckner criticized the „risk management“ in Germany, stating: „What is still a vision for the future in many places is everyday life and lived reality here.“ She emphasized that communication in Estonia always focuses on the benefits for citizens. This should also serve as a benchmark for Germany. „We need less risk management and more willingness to implement in Germany,“ demanded the Bundestag President.
Cybersecurity as National Security
Estonia has set standards not only in digital administration but also in cybersecurity. Since 2008, the country has been home to the NATO Center, which functions as a military think tank. Klöckner pointed out that Estonia recognized early on that cybersecurity means national security. „Those who are digitally vulnerable are politically blackmailable. Because an attack on data is an attack on democracy,“ she explained.
Outlook on the Trip to Lithuania
The visit to Estonia was the first stop on Klöckner’s three-day trip to the Baltic States, which will also take her to Lithuania. There, she plans to give a speech before the parliament and meet the country’s political leadership. Additionally, she will visit German soldiers of the „Lithuania“ brigade. This trip underscores the importance of the Baltic States in the European security architecture and digital transformation.
